About the Opportunity
Our client is a recognized leader in complex marine and offshore construction projects, delivering critical infrastructure across domestic and international markets. With a strong commitment to safety, operational excellence, and project execution, the organization is involved in some of the industry's most challenging marine, coastal, and offshore projects.
They are seeking an experienced Project Controls Manager to establish and lead project controls functions for large-scale subsea and marine construction operations. This position will play a critical role in ensuring predictable project delivery through integrated planning, scheduling, cost management, performance reporting, and risk management.
Key Responsibilities
- Develop and maintain the Project Controls Plan (PCP), including work breakdown structures, progress measurement methodologies, reporting requirements, and change control processes.
- Build and manage integrated, logic-driven project schedules covering engineering, procurement, fabrication, marine operations, logistics, and installation activities.
- Monitor critical path activities, schedule performance, float consumption, and recovery plans.
- Establish and manage project progress measurement systems, including earned value management, quantity tracking, and productivity monitoring.
- Lead project cost control processes, including budgeting, commitments, accruals, forecasting, cash flow analysis, and variance reporting.
- Manage schedule and cost change control, including impact assessments, time-impact analyses, and claims support documentation.
- Coordinate weekly and monthly project reporting, including KPI dashboards, executive summaries, look-ahead schedules, progress curves, and cost reports.
- Collaborate closely with finance, engineering, procurement, operations, HSE, QA/QC, subcontractors, and project leadership teams.
- Support contract administration activities, client reporting requirements, milestone verification, and project deliverable tracking.
- Ensure project controls data integrity across scheduling, cost management, reporting, and document control systems.
- Drive continuous improvement initiatives and support quality management standards and best practices.
Qualifications
- Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline; equivalent experience will be considered.
- 10+ years of project controls and/or cost controls experience supporting construction, EPC, marine, offshore, or heavy civil projects.
- Demonstrated experience supporting offshore, marine construction, subsea installation, dredging, offshore wind, or similar complex field execution projects.
- Advanced proficiency with Primavera P6 and Microsoft Excel.
- Strong understanding of project cost control principles, including commitments, accruals, forecasting, and earned value management.
- Experience developing and maintaining integrated project schedules across multiple disciplines and stakeholders.
- Ability to analyze schedule and cost performance and communicate findings to project leadership and clients.
- Familiarity with offshore project execution challenges, including weather impacts, marine logistics, vessel utilization, permitting, and operational constraints.
- Experience with reporting automation tools and Omega 360 is highly desirable.
- Formal training or certifications in project management, planning, scheduling, or cost engineering are a plus.
