Location:   Darlington, with regular travel to Sunbury-On-Thames and other UK sites will be required.  The role can also be based from Sunbury-On-Thames, with regular travel to Darlington.

About the role

The Project Controls Manager will play a critical leadership role in delivering the Humber Carbon Capture Pipeline (HCCP) Project. This position will provide direction to the project controls team in developing and implementing systems and processes that support the successful delivery of the HCCP project. The role reports directly to the Onshore Humber Project Manager.

The primary scope of the role is to lead the project controls organisation in establishing and managing planning, cost control, estimating, performance management, and reporting frameworks that meet the compliance, transparency and delivery requirements mandated by government regulators and funding bodies.

The HCCP Project is a key element of a broader expansion programme that includes offshore development of future CO? storage sites and additional pipeline infrastructure. The Project Controls Manager will also provide support across the wider organisation for ongoing and future project development.


Key Accountabilities

Lead an integrated project controls team, including direct hires, contractors and third-party resources, to deliver project controls activities for HCCP, a major, complex capital project.

Responsibilities include:

• Acting as the focal point for all project controls activity, using performance data to provide timely insights to the leadership team.
• Accountability for stage gate cost and schedule estimates, basis of estimates, benchmarking, and development of business cases to secure funding.
• Delivery of an integrated Master Control Schedule (MCS) and Level 1 schedule for the project.
• Ensuring Forecast Final Cost (FFC), cost phasing, uncertainties and variances are tracked, reviewed, and escalated when needed.
• Integrating with the wider project team to embed cost and schedule impacts from project change and risk.
• Ensuring appropriate project controls capability, processes and standards are in place to maintain technical integrity in line with industry practice.
• Working with the Onshore Humber Project Manager to build and resource the project controls organisation.
• Reviewing and auditing performance and execution across expansion activities, providing strategic insight and analysis against baselines.


Education

• Degree or higher in Engineering, Business, Project Management or related field.


Essential Experience and Requirements

• Proven experience in a project controls leadership role within a major project environment.
• Track record of delivering robust cost and schedule estimates, performance management and reporting in complex, high-ambiguity project settings.
• Strong stakeholder management skills, with the ability to influence internal teams, contractors, industry bodies and regulators.
• Inclusive leadership style with the ability to build strong relationships and collaborate across multiple organisations.
• Ability to simplify and standardise processes, delivering consistent, fit-for-purpose project controls outputs.
• Excellent written and verbal communication skills.
• Working knowledge of Primavera P6, MS Excel, Power BI and other project controls software.


Desirable Criteria

• Ability to refine and elevate messaging, presentations and reporting for maximum impact.
• Experience working within a regulated business environment.
• Accredited Project Management Professional or Chartered Project Professional (PMI, APM).
• Understanding of project and government financing, funding mechanisms and related policy frameworks.
