EPRD Offshore HSE Representative (HSER)

Offshore | Equal Time Rotation | Short-Term Contract (3 - 6 months)

Role Overview

An Operator requires experienced Health, Safety and Environment Representatives (HSERs) to support a 2026 offshore Engineering Preparation, Removal and Disposal (EPRD) campaign.

The campaign comprises multiple major decommissioning activities executed from Construction Support Vessels (CSVs) across several disembarked offshore assets. Activity levels are expected to increase significantly from March through late autumn, with varying campaign durations and Personnel on Board (POB) levels driving the need for strong, visible HSE leadership.

The HSER will provide robust, safety-focused oversight across complex offshore work scopes. Roles operate on an equal-time rota, with flexibility required to respond to operational demands. Some onshore work during the onboarding phase will also be required to ensure alignment with project-specific systems, processes, and the overall campaign schedule.

These are competitive, short-term contracts (typically 3–6 months), reflecting the specialist expertise and leadership required for the successful delivery of critical EPRD operations.

Basic Purpose of the Role

The EPRD Health, Environment and Safety Representative will form part of the offshore EPRD vessel team and will be responsible for oversight and auditing of platform preparation activities undertaken by the removal contractor from their Construction Support Vessel.

The role is focused on promoting and ensuring safe and environmentally responsible working practices, in compliance with:

  • Project standards and procedures

  • Relevant regulatory requirements

  • Bridging documentation

The HSER will be responsible for environmental and site safety performance monitoring and reporting, incident reporting, and interfacing with the onshore HSE team. The role will work closely with the Removal Contractor’s Safety Officer and will report directly to the EPRD Offshore Installation Manager (OIM).

Participation in incident investigations related to offshore assets or vessels operating within the 500-metre safety zones will also be required. The role may involve night-shift working to ensure an appropriate balance of supervision throughout the campaign.

Key Responsibilities

  • Application of operational and emergency response bridging document requirements

  • Conducting site visits and audits

  • Adopting and delivering the Removal Contractor’s safety culture, working closely with the onboard Safety Officer

  • Monitoring and reporting on safety and environmental performance

  • Reporting incidents and events through relevant incident management systems (e.g. Maximo, Comet)

  • Analysing and reporting safety cards

  • Interfacing with the onshore HSE team

  • Working closely with onshore and offshore Operator and Removal Contractor teams to plan, develop, and execute offshore works safely and in compliance with project standards and regulatory requirements

  • Supporting the EPRD OIM and Deputy OIM

  • Reviewing activities requiring environmental permits to ensure compliance with permit conditions, controls, and reporting requirements

  • Participating in or leading incident investigations

  • Completion of vessel preparation Safety Case performance standard checks, as required

  • Delivery of the EPRD HSE Plan for the campaign

  • Completion and oversight of SECE assurance inspections, testing routines, and registers

  • Planning and facilitation of Offshore HSE Inspections, where required

Qualifications, Experience and Skills

Qualifications / Training

Essential

  • Current Offshore Medical and Survival Certificate

  • MIST

  • NEBOSH or equivalent HSE qualification

Preferred

  • Experience with Comet investigation systems

  • Experience with Maximo incident modules

  • OPEP Level 1, including ability to submit PON1s via the UK Integrated Reporting System (IRS)

  • Environmental permit non-compliance submission via IRS

  • COSHH Assessor

  • Radiation Protection Supervisor

  • Waste and Materials Management

  • Manual Handling Assessor

Experience / Knowledge / Skills

Essential

  • Detailed knowledge of UK offshore regulatory requirements

  • Experience supervising offshore work in a Team Lead, HSE Advisor, or HSEA capacity

  • Highly effective relationship-building skills at all organisational levels

  • Excellent communication skills (verbal, written, interpersonal, and presentation)

  • Strong initiative with a delivery-focused mindset

  • Experience with risk and change management processes

  • Background in Operations, Safety, and/or Environmental roles

Preferred

  • Experience using safety reporting tools such as Maximo and Comet

  • Experience working on offshore decommissioning or EPRD campaigns

  • Knowledge of safety and environmental reportable event requirements

Additional Skills / Requirements

  • Collaborative and flexible approach

  • Ability and willingness to adjust working patterns, rotas, and locations to suit project requirements, potentially at short notice
