Engineering Manager – Carbon Capture Pipeline Project

Context

This role supports a major UK energy transition initiative focused on delivering first-of-its-kind infrastructure that will help decarbonise the country’s industrial heartlands.

The project is developing the full onshore and offshore network required to transport captured CO? from industrial sites across Teesside and the Humber for permanent, secure storage deep beneath the North Sea. This will form the UK’s first carbon dioxide transportation and storage system, enabling some of the nation’s most carbon-intensive regions to significantly reduce emissions. The wider programme is expected to safeguard existing industries, attract new low-carbon investment, create thousands of skilled jobs, and position the UK as a global leader in carbon capture and storage (CCS).

With funding in place for the Teesside transport and storage system, the programme is progressing into construction, with first operations targeted for 2028. The next stage focuses on the Humber Carbon Capture Pipeline (HCCP) — an ambitious expansion that will deliver new onshore CO? pipelines from industrial sites in the Humber region to offshore storage locations, including associated pipeline infrastructure, wells, and storage facilities.

The operating structure is a standalone incorporated joint venture (IJV) with its own Board of Directors and major energy companies as shareholders.


About the Role

The Engineering Manager will take a senior leadership position within the Humber Carbon Capture Pipeline (HCCP) project. Reporting to the Onshore Humber Project Manager, the role will lead and develop the HCCP engineering team to ensure the successful delivery of engineering across the full lifecycle — engineering, construction, commissioning, and handover to operations.

The scope currently includes an 88km onshore CO? pipeline south of the River Humber, crossing to the north bank and connecting to offshore infrastructure via an onshore pumping station. The project has recently initiated its Development Consent Order (DCO) statutory consultation and is entering a pivotal phase as it prepares for planned FEED entry in 2027.

The role will also include close collaboration with the offshore project teams to manage design interfaces, commissioning alignment, and broader integration work. Beyond the HCCP scope, the Engineering Manager will contribute to developing engineering capability across the overall programme and ensure alignment with future expansion plans.


Key Accountabilities

Ownership of engineering and quality management for the HCCP project, including:

  • Leading a multidiscipline engineering team through completion of Pre-FEED and preparation for FEED, including developing FEED technical specifications and evaluating contractor bids.

  • Planning and executing the Engineering Execution Strategy for HCCP.

  • Accountable for early engineering work scopes (e.g., geotechnical surveys, long-lead definition) and oversight of engineering contractors.

  • Providing strong technical oversight of contractors, including self-verification and quality assurance activities.

  • Working with the Onshore Humber Project Manager to build and resource the engineering organisation, potentially including agency staff, direct hires, and contract-for-service personnel.

  • Ensuring timely, high-quality engineering input into the DCO process.

  • Identification and management of engineering and quality risks, including technology risks, with appropriate mitigation plans.

  • Developing and implementing fit-for-purpose technical assurance, engineering management systems, quality, and information management processes.


Education

  • Bachelor’s degree (minimum) in a relevant technical discipline.


Essential Experience & Requirements

  • Proven experience in engineering management across Pre-FEED, FEED, and execution phases of major projects.

  • Strong track record of safely delivering complex, multidiscipline engineering scopes.

  • Inclusive leadership style; ability to integrate teams and build strong relationships across diverse groups.

  • Excellent interpersonal and influencing skills.

  • Confident in engaging with external stakeholders, regulatory bodies, and community interfaces.

  • Experience managing engineering contractors and working with complex or evolving technical data.

  • Excellent English communication skills (written and verbal).


Desirable Criteria

  • Chartered or professionally accredited engineer.

  • Experience in onshore cross-country pipeline engineering and construction.

  • Experience in CO? transportation or CCUS projects.

  • Experience working with UK regulatory bodies (NSTA, DESNZ, HSE).

  • Broad understanding of negotiations, contracting, financing, and regulatory consenting.


Location

Teesside, with regular travel to Sunbury-On- Thames and to the Humber region.  The role can also be based in Sunbury-On-Thames, with regular travel to Teeside.
