Position Summary

The Facility/Site Supervisor plays a key role in ensuring the safe, compliant, and efficient operation of the Coyanosa Thermal Treatment Center. This position oversees regulatory compliance, facility maintenance and administration, and personnel management while supporting continuous improvement across all environmental and operational programs.

The Supervisor works closely with management and regulatory agencies to maintain the highest standards of environmental stewardship, safety, and operational excellence at this highly regulated facility.


General Responsibilities

  • Partner with Regulatory Compliance to stay current on laws, permits, and regulations affecting local operations.

  • Coordinate the preparation, submission, and maintenance of all required licenses, permits, and regulatory documentation.

  • Support timely reporting to management and external agencies.

  • Implement procedural changes as needed based on evolving regulations and compliance requirements.

  • Report and document regulatory incidents promptly, ensuring corrective actions are tracked and closed.

  • Participate in internal and external audits, ensuring full documentation and follow-through on findings.

  • Develop and deliver employee training and awareness programs related to environmental and regulatory compliance.


Environmental Responsibilities

  • Act as liaison with local contractors, agencies, and community partners on environmental matters.

  • Assess environmental risks and develop appropriate controls and mitigation plans.

  • Collaborate with management and HSE to update environmental procedures, work instructions, and checklists.

  • Monitor implementation of the site’s Environmental Management System and recommend improvements.

  • Plan and participate in environmental compliance audits and self-audits.

  • Coordinate environmental training for employees and contractors.

  • Maintain accurate and up-to-date environmental documentation and ensure accessibility on site.

  • Support investigations of environmental incidents and promote continuous learning from such events.

  • Foster a culture of environmental awareness through communication, engagement, and training.


Operational & Business Responsibilities

  • Oversee day-to-day facility operations, ensuring safe, compliant, and efficient performance.

  • Supervise site personnel, optimize workflow, and promote a professional image for the facility.

  • Ensure operations meet local, state, and federal regulatory requirements, as well as company quality and safety standards.

  • Implement process improvement initiatives using LEAN methodology to optimize facility performance and productivity.

  • Maintain effective communication between field and management teams to support business continuity and compliance goals.


Onsite Explosives Safety Oversight

  • Ensure all explosives are authorized, properly stored, transported, and inventoried per applicable licenses and regulations.

  • Verify that only trained and authorized personnel handle explosive materials.

  • Conduct semiannual facility self-assessments and maintain accurate records per internal standards.

  • Support emergency response and provide technical assistance related to explosive safety as required.


Experience & Skills

  • Experience: Minimum 1 year in environmental waste management or related industrial operations.

  • Top Skills:

    1. Environmental waste management and compliance

    2. Explosives safety and handling knowledge

    3. Process evaluation and improvement (LEAN or similar)

  • Strong organizational and problem-solving skills.

  • Flexible, forward-thinking, and capable of working independently in a dynamic environment.


Education & Certifications

  • Minimum Education: High school diploma or equivalent.

  • Knowledge of regulatory frameworks such as EPA, TCEQ, ATF, and TSDF environmental waste management practices preferred.


Work Environment

  • Based at a remote, highly regulated site.

  • Approximately 75% office-based (regulatory, documentation, and compliance tasks).

  • Approximately 25% field-based, including manual work and equipment operation (e.g., forklifts, small trucks).

  • Supervisory responsibility for local site personnel.
